The "soft issues" are now the big issues. To accelerate agile capability delivery, the MOD requires more effective collaboration with industry - working the MOD way, not industry's. To optimise effect and return on investment, stakeholders need to understand what is expected of them, what they should expect, and why.

The Defence Industrial Strategy, Enabling Acquisition Change, and the National Audit Office (NAO) all emphasise that culture and communication are vital for effective relationships and contract environments: dealing with the soft issues is fundamental to delivering successfully on the hard issues.

So how do I implement all this?
With Clarion. This isn't another measurement model - it’s about implementation and effect. It is congruent with Guideline No. 9 (Building and Sustaining Effective Relationships: Collaborative Working) and models such as SCRIA and EFQM, but it goes much further.
